The Managing Authorities of the Operational Programmes are engaged throughout the whole programme cycle, which consists of preparation, implementation, monitoring and evaluation.
Preparation
In the preparation phase, stakeholders are involved in the elaboration of the programme, which is then negotiated between the Managing Authority and the European Commission.
Programme implementation
Once the Programme has been approved, the Managing Authority publishes the calls for tenders and calls for proposals according to an updated timetable published at least three times a year. During the implementation of the projects and in the reporting phase, the Managing Authority provides continuous assistance to the beneficiaries, in order to ensure that the activities are carried out according to the project fiches and in compliance with the rules of the Programme.
Selecting eligible projects
The Managing Authority is responsible for the selection of projects based on the priorities of the programme. The ranking list of approved projects is published within the timeframe indicated in the call.
Contractual relationship
After the project approval, the Managing Authority ensures that the beneficiary receives a document specifying all the conditions for support for each operation, including specific requirements for implementation.
Project implementation process
For the project implementation phase, the Managing Authority makes available to beneficiaries all useful information to help them implement their projects smoothly and effectively, while ensuring sound financial management. The implementation manual provides information on the Project management, Financial management, Project progress, Project modifications, use of dedicated electronic platforms for reporting. Programme monitoring
The Monitoring Committee, whose task is to evaluate the implementation of the Programme and the progress made in achieving its objectives, is established within 3 months of the date of notification of the decision approving the Operational Programme by the European Commission
Programme evaluation
Evaluations carried out before, during and after the implementation of the Programme aim to improve the quality of the design and implementation of the Operational Programme and to assess its effectiveness, efficiency and impacts.
