1.4. Needs – funding misalignment
It may happen that you find the needs and the funding sources are misaligned. This is certainly a possible scenario. There may be many reasons for that. In principle, European funding is not meant to replace national funding mechanisms that support the basic services and needs.
Before you decide not to move forward, we suggest you try a little exercise as follows.
Review the areas of support
If you find yourself in the misalignment situation, take a step back and review the main areas of support first. Check out the specific areas of support for specific funds here:
Contact your Managing Authority or Helpdesk support if you need further clarifications. Have a good knowledge of the priorities for a given funding period.
Shift the perspective
With the knowledge of the priorities, review the needs and the capacity of your organisation. Is it possible to shift the perspective and find an angle that is in line with the funds intentions and priorities?
You may still feel frustrated that the funding misses the target but remember – EU funds are not a direct replacement in situations of lack of individual country funding for basic services and needs.
Give your team an opportunity to work on a perspective shift. This will also help you understand the intentions of the funds and you might also review the target group needs. Still, make an effort to apply the principle “follow the need, not the money” to come up with a meaningful project.
